For staff of water making rock into water is not possible in the world in naruto you can put it can shoot out water or something. The puddles are way to big as well 30 feet wide and 10 feet deep isn't puddle size...... so decrease the size of the water by a good amount.

for rockbreakers why would the user get a speed boost?
